১৯৬৬ সালের ৬ দফা দাবি

The 6-Point Demand of 1966

পূর্ব বাংলার population-এর প্রতি পাকিস্তান রাষ্ট্রের চরম discriminatory আচরণ ও অবহেলার বিরুদ্ধে আন্দোলন-সংগ্রাম তাৎপর্য লাভ করে ৬ দফার autonomy দাবির মধ্যে। ১৯৬৬ সালের ৫-৬ ফেব্রুয়ারি লাহোরে অনুষ্ঠিত বিরোধী দলগুলোর সম্মেলনে যোগদান করেন শেখ মুজিবুর রহমান। সেখানে তিনি সংবাদ সম্মেলন করে পূর্ব পাকিস্তানের জনগণের rights রক্ষার জন্য ৬ দফা দাবি তুলে ধরেন।

দফাগুলো হলো—

১. পাকিস্তানে যুক্তরাষ্ট্রীয় ব্যবস্থাধীন সংসদীয় পদ্ধতির government। সর্বজনীন suffrage-এর ভিত্তিতে প্রাপ্তবয়স্কদের ভোটে নির্বাচন অনুষ্ঠান।

২. কেন্দ্রীয় সরকারের হাতে মাত্র দুটি বিষয় থাকবে—defense ও foreign মন্ত্রণালয়।

৩. সারা দেশে হয় অবাধে বিনিয়োগযোগ্য দুই ধরনের currency, না হয় বিশেষ শর্ত সাপেক্ষে একই ধরনের মুদ্রা প্রচলন করা।

৪. সব ধরনের কর ধার্য করার authority থাকবে আঞ্চলিক সরকারের হাতে।

৫. অঙ্গরাজ্যগুলো নিজেদের অর্জিত বৈদেশিক মুদ্রার ownership রাখবে।

৬. অঙ্গরাজ্যগুলোকে আঞ্চলিক নিরাপত্তার জন্য আধা সামরিক বাহিনী গঠন করার ক্ষমতা দেওয়া।

৬ দফা পূর্ব পাকিস্তানের জনগণের economic, political, সামরিকসহ সব অধিকারের কথা তুলে ধরে। আইয়ুব খান সরকার ৬ দফাকে 'বিচ্ছিন্নতাবাদী কর্মসূচি' হিসেবে আখ্যায়িত করে। এতে প্রত্যক্ষভাবে স্বাধীনতার কথা বলা না হলেও এই ৬ দফা কর্মসূচি বাঙালিদের independence-এর মন্ত্রে গভীরভাবে উজ্জীবিত করে। এটি ছিল বাঙালি জাতির মুক্তির charter।
